Planning Commission Minutes March 3, 2008...

      Planning Commission, on March 3, held a very long meeting and discussed quite a few important issues. Among them changes to the Comprehensive Plan, Barney's Corner, the airport, Harrison Christian asking for a zoning variance since he hopes to build a "major" grocery store next to the Hamilton property along Center Street. Public Hearing: Traffic Impact Fee and Concurrency Ordinance 2008 ...


       April 19, 2008

       The Eatonville Planning Commission will meet Monday, April 21 at 7 p.m. Preliminary agendas are subject to change. The meetings are held in the Community Center, 305 Center Street West. Planning commission meetings are the first and second Monday of the month. 
      This week's preliminary agenda is as follows:

       Approval of Minutes: April 7, 2008

      Public Hearing: Traffic Impact Fee and Concurrency Ordinance 2008 - Town Consultant Mart Kask. There is also a park impact fee of $400 per housing unit; School impact fee of $2,780 per single family homes; $1.465 per multi-family residential units. The six-year transportation plan may also be discussed.

    The purpose of the impact fees are to "Create a mechanism to charge and collect fees to ensure that all new development bears its proportionate share of the capital costs of off-site park, fire, school and transportation facilities reasonably related to new development, in order to maintain adopted levels of park service, maintain adopted levels of fire service, maintain adopted levels of service on the town's transportation facilities, and to ensure the availability of adequate school facilities at the time of new development."

    New Business:  Election of Officers - (Election was postponed because the planning commission was
                                                lacking one member. Mayor Tom Smallwood has nominated Paul Treyz who must
                                                 be confirmed by the town council before taking the empty seat on the commission.

                                                *Rowland Litzenberger has appealed the school impact fee regarding the proposed
                                                 clinic which is scheduled to replace the Crestview Apartments. The appeal will be
                                                 heard by the planning commission acting as the board of adjustment.

                                    Comprehensive Plan Amendment Roster. (Proposed
                                                Amendments - the town received several written proposals to update the comp plan
                                                dated October, 12, 2005. The writers are: Mel Cox; Rowland Litzenberger; Dave
                                                Williams; "Grins" Pierce and Brenden Pierce all asking that Barney's Corner be
                                                added to the Capital Facilities Plan. 

                                                Other letters are from Phil Beach, Swanson Field Amendment; Steve Lind, 2007
                                                amendments; Jerry Nybo, land use map amendment for parcels 0416158010, 775
                                                Eatonville Highway W, and 0416143700, XXX Eatonville Highway;
                                                McKasson-Daniel LLC, 117 Rainier Avenue Avenue and comprehensive plan
                                                amendments as submitted by town planner, [Nick Bond] and Harrison Christian

     The Eatonville Planning Commission will meet Monday, November 5, at 7 p.m. Preliminary agendas are subject to change. The meetings are held in the Community Center, 305 Center Street West. Planning commission meetings are the first and second Monday of the month. 
     This week's agenda is as follows:

     Approval of September 17 and October 21 minutes.

    From Town Planner : State Department of Community, Trade and Economic Development (CTED) Planning Grant. The amount of the grant is $75,000. Funding will be allocated in both state fiscal years of 2007-2009. The town will have until June 30, 2008 to spend $35,000. The rest of the grant, $40,000, will be available in the next state fiscal year which begins July 2, 2008 and ends June 30, 2009.
                                                                2008 Comprehensive Plan Amendments: There are 12 amendments for consideration.

     Public Hearing: Mobile Home Variance - John Hightower, Purcelville, Virginia, Applicant. The mobile home would be located at 402 Lynch Street. (Planning commission recommends this variance be denied.)
                                                 
Sign Variance - Brent Sorenson, Applicant. Eatonville Automotive requests a roof sign be allowed on the multitenent commercial building at 203 Center Street East. Town staff recommends the planning commission acting as the board of adjustment deny the variance request. (Commission recommends this variance be allowed.)

     Public Hearing: Hearing continued from June 18 public hearing - Mashell Meadows - Planned Unit Development (PUD) - To read July 1 proposed revisions to the original developer agreement please see   Agreement Proposed Revisions  (The planning commission voted unanimously in favor of the Mashell Meadows plan and developer's agreement. The issue will now go back to the town council whose members voted four to one against the developer's agreement May 29 because of the shortage of water hookups the development would create in Eatonville. Meridith (Weilert) Wright voted "yes.")

    New Business: Discuss postponing the second planning commission meeting of July until July 30.

Litzenberger Request for Annexation for Development...

     Excerpt from letter to town from Rowland Litzenberger regarding his request for annexation: "I own 11.46 acres, (Parcel Numbers 0416153705 and 0416153040) and Neal and Cathryn Foster own 4.77 acres (Parcel Number 0416153031) on Eatonville Highway, west of Hillicoss Lane that we would like to have included in the Eatonville Town limits...Together, we own over 83% of the assessed value of the proposed annexation area, which exceeds the 75% required as one of the criteria for annexation as reflected in RCW 35.21.005...It should also be noted that pursuant to RCW 43.12C.222, annexations to cities and towns are exempted from SEPA compliance."
     The letter is signed by Litzenberger, Neal and Cathryn Foster.

March 5 Planning Commission Agenda...

      March 3, 2007

     The Eatonville Planning Commission will meet Monday, March 5. Agendas are subject to change. Planning Commission meetings begin at 7 p.m. The meetings are held in the Community Center, 305 Center Street West. Planning commission meetings are the first and second Monday of the month.

  Ex-Parte Memo in Part...

     Memo to "The Planning Commission" by Town Planner Nick Bond dated March 1, 2007 and titled, "Eatonville School District, Ex Parte Communications.
     An excerpt from Bond's memo states: "...I am writing this memo to inform you that the Planning Commission will be reviewing several conditional use permits applications for various school facilities and that it is important that planning commissioners do not engage in ex parte communications relating to these projects and applications."
    Bond also provides a copy of the RCW 42.36.060 which applies to ex parte issues concerning the "Quasi-judicial proceedings - Ex parte communications prohibited, exceptions."
     Basically the law says no member of a "decision-making body may engage in ex parte communications with opponents or proponents with respect to the proposal which is the subject...unless that person..." However, there are the exceptions - if the person who had an ex parte communication discloses the communication and states so for the record, the person is not guilty of hiding information.

Planning Commission Future Tasks...

     This memo is also written by Nick Bond who states he was asked by Steve Lind, planning commission chair, to "assemble a list of planning commission tasks and actions...coming forward over the next several months..." The tasks are: Sign ordinance; School conditional use permits; Comp plan amendments; Capital Facilities Plan; Water, sewer, stormwater, electrical comp plans; Cleaning up Municipal Code including issues such as formula take-out restaurants; The Mashell Meadows PUD. I anticipate that this process would begin in June and continue into late July."

     The next planning commission meeting is scheduled for Monday, March 19.



February 20 Planning Commission Agenda...

     Because of the President's Day holiday the Eatonville Planning Commission will meet Tuesday, February 20 instead of their regular meeting day of Monday, February 19. Agendas are subject to change. Planning Commission meetings begin at 7 p.m. The meetings are held in the Community Center, 305 Center Street West. 
      This week's agenda is as follows:

Public Hearings:

      Rezone - 201 Rainier Avenue North.  Proponent:  Ronald “Grins” Pierce. (*For more information please see Crestview Apartments Rezone Proposal ) (This proposed rezone is for the Crestview Apartments 201 Rainier Avenue North to zoned "Downtown Commercial" as opposed to the present zoning of "Multifamily medium density.") (The rezone passed unanimously. "Grins" Pierce told the commissioners he purchased the Crestview Apartments with the idea of tearing the building down. In its place is a proposed medical center with low-income senior housing above the clinic. Rowland Litzenberger, Pierce's son-in-law, said the medical center is not a sure thing yet. The apartments were built in 1927.)

     (*Historical Note: According to Jackie Van Eaton Parnell parts of the Crestview Apartments building were built from the lumber of the last original wooden Eatonville Grade School  which sat just behind what is now the high school's North Hall. Two wooden schools had burned previously. The second and third schools were built by Nels. P. Christensen. While this building was being constructed the children attended class in the back of Benson's store and in Van Eaton's Hall.
    Around 1916-1918, a new, brick schoolhouse was constructed. Once construction was completed, students convened in their old, wooden schoolhouse for the last time, then, class by class, walked across the school yard to the new brick building. [Parnell's mother was a teacher in the old building but had to quit teaching when she married.] Then the wooden schoolhouse was torn down and eventually re-constructed as an apartment building.

Another Planning Commissioner Resigns...

     Steve Pruitt at the planning commission table last summer. Pruitt's resignation was announced at the beginning of the commission November 20 meeting. A continuation of the Aviator Heights development public hearing went from 6 p.m. until 10:30 p.m. with no decision made by the remaining five commissioners.
