Applicable Laws and Regulations
The Town of Eatonville is a
second-class city with a population under twenty thousand.
Accordingly, the City is subject to the provisions of RCW 35.23.352.
RCW 35.23.352 states in part:
(1) Any
second class city or any town may construct any public works . . . without
calling for bids therefore whenever the estimated cost of the work or
improvement . . . will not exceed the sum of thirty thousand dollars if more
than one craft or trade is involved with the public works . . .
Whenever
the cost of the public work or improvement . . . will exceed these figures,
the same shall be done by contract. All
such contracts shall be let at public bidding upon publication of notice
calling for sealed bids upon the work.
(3) In
lieu of the procedures of subsection (1) of this section, a second class city
or a town may use the small works roster process provided in RCW 39.04.155 to
award public works contracts with an estimated value of two hundred thousand
dollars or less.
Resolution
No. 92-P states:
Whereas,
the Council, on February 12, 1990; established spending limits of up to $5,000
for the Mayor and additional limits between $5,001 and $7,500 provided the
Mayor calls the Councilmember in charge of the Fund and obtains his/her
approval. All purchases exceeding $7,500 shall require approval of the
entire Council . . .

That purchase orders are required for all purchases exceeding $500 . . . and
requiring that all purchase orders exceeding $1,000 be cosigned by the Mayor.
