Re: Planning Department Report

I would like to take this opportunity to give to Council an update on the status of ongoing planning projects within the town.

Plats

Aviator Heights: Construction of onsite improvements is ongoing. The applicant has 5 years from the date of preliminary approval to complete plat construction and to receive final approval.

Mashell Meadows: The developer is in the process of renegotiating the purchase and sale on the Hamilton property. He is optimistic that he will reach a deal to purchase the land. This plat is good for 5 years from the date of approval.

Schaub Short Plat: This short plat has been given preliminary approval and is being constructed. I would anticipate completion and final approval within the next 6 months.

Van Eaton Plat: I have received an incomplete plat proposal from the Van Eaton family regarding the property located at 481 Lynch Creek Road. 1 have notified the applicant that the application is not complete and I am awaiting the submittal of further information. This is for 11 lots and may be coming through for a public hearing in the next few months.

Braden Short Plat: I have given preliminary approval of a 2-lot short plat on Braden Close. None of the required improvements have been constructed at this time.

Baker Plat: Construction is ongoing. I have no time table for completion.

Pierce Short Plat: I have no timetable for completion.

Cottage Crest: We have had a preliminary design conference for a 35 unit cottage housing development to be located on the property formally owned by Sam Reichel. We have a near complete site plan and a wetland report however we are waiting on a stormwater report and a completed SEPA checklist. I would expect to see a completed application for this project within the next 3 months. This will likely be submitted as a binding site plan and will be processed administratively. The owners seem very receptive to the idea of making this a green project including the use of Low Impact Development stormwater management techniques.

Commercial and Multifamily Projects

Mill Park Townhomes: The engineering plans for this project have been approved and signed copies were picked up by the applicant last week. He anticipates that construction will start on the first 12 units within the next 2 weeks. Rainier Ave N Senior Housing/Urgent Care: We met with the owners of this property last week. We have near complete building plans and we have sent the plans to our engineering consultant for preliminary review and water and sewer usage calculations.

Annexation

I have requested annexation hearings for the Baublits and West Eatonville Annexations for the first meeting in January. Upon approval of the proposed annexations, the proposals will be reviewed by the Pierce County Boundary Review Board for final approval. If approved by the BRB, the annexation will have to come back before the Council to be adopted by Ordinance.

Grants

*CTED Grant: We received a $75,000 dollar CTED grant which does not have any matching requirement. The contract between the town and CTED is before you tonight.

**WWRP Riparian Habitat Grant: This grant has been awarded to the town and we will begin proceeding with the property acquisition portion of the grant over the next year and a half. Our match for the grant is largely dependent on the Mashell Meadows project and we have been trying to set up a meeting with Pat Hamilton to discuss the grant in the event that the Mashell Meadows project does not move forward.

***WSDOT Aviation ALP Grant: The draft ALP has been complete and is being reviewed by the state. Upon state approval, this plan will come before the Planning Commission and Council for approval.

Trail Plan: We presented the preliminary trails plan at an open house in October. The plan was well received with almost entirely positive feedback. We are beginning to assemble a draft plan which should be ready for public review by early spring 2008.
