      The letter below was written by the town's water superintendent. It was prompted by the town crew's refusal to enter a man hole (MH) citing safety reasons. This letter is one of numerous documents generated by former town employee Chuck Chappell and other staff when they declined to enter what they considered a dangerous situation. The Tiller letter threatens the "whole crew" with loss of their jobs if they every refused orders again.
       Below the Tiller letter is an L & I  WISHA (The Washington Industrial Safety and Health Act) report generated by the safety conditions some of the crew criticize. The report, done in 2003, is self-explanatory. ENN requested other L & I reports from the town but has not received them. Possibly L & I has not been to Eatonville to inspect the various conditions addressed in the 2003 report.
