This report covers the status of the Eatonville High School
Modernization and Additions project as of June 21, 2007.

DESIGN
Construction Documents are near completion. A series of meetings
have taken place with departments to confirm design intents such
as technology infrastructure and casework layout for classrooms,
administration areas, athletic and PE areas, and performing arts
areas. The design team is finalizing a list of alternate bids to
present to the District for approval and incorporation into the
bid documents. A meeting with Dan Dawkins will be scheduled to
review the specifications to assure that the materials specified
meet the quality standards of the District. Meetings with Rainier
Connect have occurred to finalize upgrades to the telephone
systems.
Permit submittal is in to the Town of Eatonville for the Temporary
Housing of EHS at the EMS portables.
SECTION 2 – CRITICAL ISSUES
Critical issues are defined as issues that have had or may likely
have an impact on project cost, schedule or quality. The
following is a list of issues considered critical as of June 21,
2007:
1. Conditional Use Permits and SEPA Comments by
Town of Eatonville Planner Nick Bond.
UPDATE: A
series of meetings and discussions have taken place to resolve
issues regarding mitigation requirements pertaining to the high
school conditional use permit. The Planning Commission and
District have agreed to the terms of a “Developer Agreement”
that will go to the Town Council and School District Board of
Directors for consideration of approval in the next couple of
weeks. Below is a brief summary of the terms of the agreement:
1. The new construction on the High School Site
shall be no higher than the tallest existing structure on the High
School Site.
2. The maximum site coverage of the High School
Project on the High Site shall not exceed 50 percent.
3. The District shall contribute the sum of Two
Thousand Five Hundred No/100 Dollars ($2,500) for mitigation of
traffic impacts at the intersection of Washington and Center
Street. The monies shall be held in reserve in the District’s
Capital Projects account and shall be dispersed
to the Town upon the occurrence of the following three events:
i. Issuance of a traffic signal permit by WSDOT.
ii. Approval of engineering plans for design of the
signal by WSDOT.
iii. Mutual execution of a Developer’s Agreement between
WSDOT and the Town.
4. The District will remove 9 of the 12
portables at EMS for housing of the interim high school and will
replace three aged existing portables with 3 purchased portables
(electrical connection for the portables at their permanent
location shall be in underground conduit in compliance with the
Town’s Municipal Code). The District shall restore the site
where the temporary portables were located.
5. The District shall install portable restroom
facilities if the currently planned restrooms do not meet the
student demand for restrooms.
6. The District shall tender the sum of Twelve
Thousand and No/100 Dollars ($12,000) for the upgrade of the
Town’s sewer lift station. The Town agrees to have sufficient
lift station capacity no later than the first day of the 2007-2008
school year.
7. The District agrees to configure the LeMay
parking Lot in order to obtain 81 stalls for high school students
and provide striping, gravel, wheel stops and flow-guard filters
to existing catch basins. The District further agrees to maintain
the lot in good condition, pick up any trash and empty trash
receptacles weekly. The District will provide crossing guards
during arrival and dismissal times at the intersection of
Washington and Carter.
8. The District shall seek to obtain a
Conditional Use Permit for the six (6) parcels adjacent to the
high school (south of Lynch) by the time of final completion of
the High School Project. The Town shall not withhold final
occupancy permit for the High School Project arising from or
related
to the terms of the agreement.
SECTION 3 – SCHEDULE
EMS/EHS Portables
The Notice to Proceed with Construction is anticipated to be
issued June 26, 2007 with mobilization by the Contractor occurring
immediately. The date for substantial completion is August 17,
2007. The anticipated date for occupancy is August 27, 2007.
EHS Modernization and Additions
The Notice to Proceed for Construction is anticipated to be issued
Mid-October with mobilization by the Contractor occurring
immediately. The anticipated construction period is 20-22 months
with the date for substantial completion occurring Mid-Summer
2009.
SECTION 4 – COST REPORT
EMS/EHS Portables
Notice of Intent to Award has been issued to the apparent low
bidder, REP Electric. Bid Award is in the amount of Six Hundred
Thousand Fifteen and No/100 Dollars. No Change Orders have been
issued on this project to date.
EHS Modernization and Additions
This section will be updated once the project is bid and
contracted. The contract amount and approved change orders will be
in this section.
