Goat Tied to a Tree in Graham - Killed with Arrows

         (Publisher's Note: ENN was contacted via email about this terrible story yesterday at 3 p.m. The message was sent to a mutual friend as a warning. In part the email states, "This morning my daughter was looking through woods near 51st and 224th looking for our dog. She found a goat (with a collar) that had been tied to a tree and killed with arrows. This was very recent, maybe even earlier this morning."
        This writer goes on to allege her daughter, "...called everyone and no agency, including the police and animal control, could or would help. This just makes me physically sick and I'm not sure what to do. I'm scared about our dog still possibly being in those woods, but even more troubling is the fact that a neighborhood with children butts right up next to these woods. I thought you should know.")
      

Class C Felony in Washington State

      A young Graham couple looking in the woods for a family member's lost dog came upon a gruesome scene Friday morning. A large, male goat had suffered a terrible death. The animal, with many wounds visible on its lifeless body, was lying near a tree where it appeared to have been tied while shot with arrows over and over. The arrows had been pulled out, though the tips were still in the body.
     The couple took action immediately. The man called the Pierce County Sheriff's Office, then Pierce County Animal Control, while his wife contacted the Humane Society for Tacoma and Pierce County. They said the responses they received were all the same: nothing could be done.

     Their frustration only compounded the anger and sadness they felt as the day wore on. Getting no support locally the couple were finally able to get a positive response when they called Pasado's Safe Haven, a regional animal rescue group based at Sultan, Washington in Snohomish County. A Pasado's representative told them they would be on their way immediately to investigate.

      Law enforcement was contacted again, and informed that the animal rescue group was coming to the crime scene to gather evidence. This time the department representative said they would respond, and estimated they would be there at 8 pm. The Pasado's team meanwhile, began to document the evidence found at the scene. According to the source the deputies didn't arrive until about 10 p.m. By a little after 10 pm, the preliminary investigation was completed and several neighbors had offered some very helpful information regarding alleged threats against the goat's life to investigators. There was also an allegation that another goat  was threatened and has disappeared.
      Deliberate animal abuse causing severe injury or death to an animal is a class C felony in Washington. Research has repeatedly shown that animal abuse is linked to other forms of human violence. Continuing studies are being conducted to determine why many abusers don't develop empathy, and to gauge the effectiveness of early intervention in abusive families.
      Several cities in the U.S. have launched community-wide, collaborative programs to teach compassion for animals and prevent cruelty through humane education, especially targeting violence-prone, at-risk neighborhoods.
    The dog, a brindle boxer named "Katie," was still missing as of Saturday evening. She is said to be a shy dog, and is microchipped. She was wearing a black collar and dragging a purple leash when lost. If found, contact the Humane Society at 253.383.2733 to report it.

Old Business:

          New Business:

      A. Ordinance 2008-20 (first reading) amending Chapter 12.20 of the Eatonville Municipal Code (EMC.) (The council desires to designating new park rules pertaining to animal control, park hours, vehicles and law enforcement.)

         B. Resolution 2008-TT repealing Resolution 2008-L and all resolutions in conflict, establishing and/or amending user fees and charges for use of the Community Center.

        C. Resolution 2008-OO authorizing the mayor to sign a contract agreement with Mount Rainier Christian Women's Club. (Lease agree a "flat fee of $200 a month." The agreement to end December 31, 2009.)

        D. Resolution authorizing the mayor to sign a contract agreement with the Youth Connection. (Youth Connection would like to perform volunteer services to indirectly pay the town for the value of $750 per month rental which would include services directly beneficial to the town and Community Center. Agreement to end December 31, 2009.)

        E. Resolution 2008-QQ authorizing the town to sign a contract agreement with Catholic Community Services for the Eatonville Meal Site. (Use of the Community Center for a monthly amount of $455. Agreement to end December 31, 2009.)

        F. Resolution 2008-RR authorizing the mayor to sign a contract agreement with Good Samaritan Hospital for WIC (Women, Infants and Children) services. (Use of the Community Center for $120 per month. Agreement to end December 31, 2009.)

        G. Resolution 2008-SS authorizing the mayor to sign a contract agreement with Centerpoint (formerly Real Life Family Center.) (Material accompanying the council packet only gives the mayor authorizing to sign a contract. No rental figure is given, instead the contract just gives a blank for dollar amount. There has been controversy over this issue for at least two years. The non-profit church has gone on record stating their rent was raised "100 percent" compared to other non-profit groups using the Community Center.) Agreement to end December 31, 2009.)
