March 8 Town Council Agendas

    Monday, March 8 will be a watershed (no pun intended) day for the Town of Eatonville. Although many changes are coming our way, in my opinion there aren't going to be any real surprises. My predictions: Bruce Rath will be voted in as mayor by the council; a nice young man, Chris Bertram, married to developer Jerry Nybo's daughter, will be placed on the planning commission; the *Rath Plat (on a mapped hazardous slide area), listed on the agenda as "preliminary," will be *finalized; water hookup fees will be raised, but not as high as they should be. Researching area towns and cities shows that Eatonville's fees should be raised to between $6,000 to $8,000. As I heard in other towns - Yelm, Sumner, Orting, Rainier and Tenino - "Development must pay for itself." Is that happening in Eatonville? So far, it doesn't appear to be true in this town. We'll see.
    The agendas are "preliminary" and may change prior to the meetings.  

    *My predictions were right with the exception of finalizing the Rath Plat. After listening to the lengthy discussion about the plat I believe the council made the right decision by postponing the final plat.  

Town Council Agendas

      March 6, 2004

     The Eatonville Town Council study session runs from 6 p.m. until 7 p.m. Study session topics are "A. Municipal Research question and answer session - code city vs. town and changing forms of government."

      The regular council meeting, which begins at 7 p.m., has a full agenda: Both meetings are held at the Community Center, 305 Center Street West.

      Old Business:

      A. Resolution 2004-L setting water system fees and water hook-up charges and repealing Resolution 99-C.  2nd reading. Passed Unanimously 

      B. Resolution 2004-M repealing Resolution 99-G and all resolutions in conflict thereof, establishing and/ or amending fees and charges for use of the Community Center. 2nd reading. Passed Unanimously

      C. Resolution 2004-N setting rates for refuse collection and recycling collection in the town and repealing Resolution 2003-J. 2nd reading. Postponed Unanimously because Garbage Committee had no report. Council member Mike Gallagher, on the committee, said he was too busy to gather information prior to council meeting.

      New Business:

     A. Executive session from 7 p.m. to 7:20 p.m. to discuss union employees contract negotiations.

      B. Resolution 2004-R to confirm mayor pro tem appointment of a new planning commission member Chris Bertram. Passed four to one with council member Bobbi Allison voting "No."

      C. *Resolution 2004-Q to confirm mayor pro tem appointment of  citizens to miscellaneous advisory committees. Passed Unanimously

      D. Motion for election of mayor of the Town of Eatonville for the term of one year and ten months beginning March 8, 2004 and ending December 31, 2005. Bruce Rath elected unanimously with Allison not voting.

      E. Motion for election of mayor pro tem and alternate mayor pro tem for the term of three months beginning March 8, 2004 and ending May 31, 2004. Council member Chelan Jarrett moved to appoint Allison pro tem and Gallagher alternate pro tem - there was no second. Ray Harper then moved to appoint Gallagher for pro tem and Allison for alternate pro tem. Gallagher seconded the motion. Passed three "Yes" with Allison voting, "No."

      F. Resolution 2004-S authorizing lease purchase for one 2004 Ford Crown Victoria police car. Passed unanimously

     G. Resolution 2004-U authorizing the mayor to sign a contract agreement for public works professional services with Gray & Osborne. This contract costs $10,000. Council members Ray Harper and Gallagher voted "Yes." Jarrett and Allison voted "No," causing a tie in the four person council. Mayor Rath broke the tie and the resolution then passed.

     H. Ordinance No. 2004-1 of the town relating to false alarms. Passed Unanimously

     I. **Resolution 2004-T approving Hamner Springs (Rath Plat) preliminary plat construction. After much discussion about numerous unresolved problems concerning the plat, Allison moved to postpone the resolution until the March 22 meeting, the council agreed unanimously.

   * Citizens to be confirmed are: Bob Walter, storm drain; Wayne Wienholz and Marlayne Elliff, current expense; Rod Kelly, water, sewer and garbage; Bob Schaub, parks.

     **In a letter dated March 2, 2004 to developers Doug Randles and Jerry Nybo regarding the Rath Plat, Jamieson Van Eaton, public works director, states, in part..."Your application for final plat approval has been reviewed, and by copy of this letter, certified by the Office of Public Works. Final approval or disapproval of the plat will be by Council on March 8, 2004..."
        "...This letter also certifies that the Public Works Director has checked the calculations and detail of the final plat for accuracy, correctness and completeness. To the best of my knowledge all requirements of state and local law have been met, and the final plat conforms to the preliminary plat in all respects (EMC [Eatonville Municipal Code] 17.22.040)..."
        "Availability of water service for your development will be determined by the Public Works Director. I plan on issuing an updated evaluation which will identify available water supply...I approve the final plat as presented (EMC 17.22.040.C)."
