Re: Final Plat Approval:
Dear Mr. Randall:
Attached you will find
provisions of the Eatonville Municipal Code dealing with the process of the
filing and procedures for a final plat. Your project was not processed as a
phased development and all public improvements and requirements of the
preliminary plat must be met prior to the Town processing and approving your
final plat accordingly.
The Eatonville Municipal
Code, Section 17.20.150 (a copy of which is attached) does make provisions
for deferred improvements so long as associated bonds and / or other surety
is provided. The Town will accept a surety bond, cash or other instrument
the amount of any surety will be determined by the Public Works Director
after examining an estimate prepared by your project engineer. The Town will
determine the amount of the bond and such amount required will be equal to
125 per cent of the Town’s estimated amount to complete the project should
you not do so within twelve months following the approval of your final
plat. It is important that you so not confuse this bond in lieu of
improvements with your required maintenance bond.
Please pay particular
note to Section 17.22.040 (final plat- filing and procedure). The process
and associated time lines are defined. No building permits will be accepted
nor processed until the Town Council has accepted your plat as final except
for the construction of model homes as defined in the EMC 17.04.110.
On another related
matter, please understand that the Town of Eatonville has adopted the Pierce
County Development Regulations as they relate to storm drainage and storm
water management. Section 8.5 of that manual defines seasonal limitations on
construction activities and we are providing copies of that section for your
reference and review and implementation.
All fees, charges and
assessments applicable to the platting of your project, the construction of
public infrastructure and the inspection must be paid in full before the
Town will process any final plat. Before any public facility scheduled for
future construction by the posting of applicable bonds, these bonded amounts
will also include estimated inspection cost for the future construction
activity.

correspondence or to help you define the Town’s requirements / limits on
the bonding of uncompleted public facilities.
