Wilder Water Quality and Quantity November 10, 2003 Washington State Department of Health Re: Town of Eatonville / Agreed Order Gentlemen: I begin by thanking you for working with me, the Town’s consultants and the Eatonville Town Council in order to insure a water quality and quantity that meets appropriate standards and expectations. Under separate prior cover we have supplied you with the “action plan” as required in the Agreed Order. Under this cover I am supplying you with an updated project planning sequence that specifies milestones compliant with the Order. As you know, the Town is struggling
with a capacity issue and is nearing the point at which it will no longer be
able to certify a maximum day demand (MDD) production compliant with DOH
rules and recommendations. Grey
& Osborn has calculated our remaining capacity and the Town, by
resolution, has adopted this limitation and established an applicable water
availability certification policy. A
copy of that resolution is included for your files.
We are working diligently to expand our source capacity in order to
meet our growth commitments and projections. To this end we ask you position
on the following: · Will the Town be able to utilize any new GWI source water (unfiltered) if such source is from the same aquifer already in production and use? · If the Town rehabilitates its existing well(s) will any increased capacity or restoration of capacity resulting there from be permitted for potable use under the same terms and conditions as that of our existing well water production? · The Town seeks a determination as to whether or not our currently configured system is considered a sole source or a multiple source system in determining storage quantities? Or is it possibly something in between? · Does the Department of Health intend to take a position regarding the design of our reservoir in relationship to the “nesting” of standby and fire flow required storage? · * The Town’s Planning Commission Chairperson (Mr. Steve Lind), a licensed civil engineer in the State of Washington, has prepared a paper in which he states and professes to believe that our existing capacity is able serve an additional 900 residential units (approximately 2,000 people). He has, as well, informed the Town Council of his findings and conclusions. Is the Department of Health prepared to review the calculations of both our consulting engineer and the Town’s Planning Commission Chairperson in order to make a determination as to the applicability of the methodology and results? ·
If the Town issues more water
availability certificates than our Town engineer has calculated as
available, to what risk has the Town been put, and what are the regulatory
ramifications? Some of the questions obviously have political overtones but never the less; and even more so, we look to the DOH for guidance accordingly. The Town, as you know, asked Gray & Osborne to calculate our total equivalent residential units (ERU) availability – that calculation determination is attached for your records and review. As well, I am attaching the presumptions and assumptions of Mr. Lind and Gray & Osborn’s response. Gray & Osborne has indicated that our initial energy and effort should be at expanding additional source capacity in order to pick up additional ERUs. I concur wholeheartedly with this approach to resolving our short-term needs and we estimate that something between 80 and 100 ERUs will be generated with each additional 50 GPM of capacity. It is our hope that you will allow the water from both new well capacity and well rehabilitation (capacity restoration) to available for use by the Town to meet its growth and development demands. As a footnote, I have am confident and comfortable with the capacity determinations made by Gray & Osborn. As well, I applaud them for their professional approach and unbiased focus.
